I spend entirely too much time on Beaverton Hillsdale Hwy over here, and I swear to nuts that 90% of the cars are doing 5-10mph UNDER the 45mph speed limit. I end up weaving in and out of both lanes like Jeff Gordon. It's slowly eating my brain away. So my standard "I'm from southern california, where people don't do this shit" is no different than PHX, SEA, CHI or probably every other metropolitan area. And it seems like everyone I've ever bitched to about this has the same story. So how come we haven't taken over the streets yet?? The driving is ridiculous.
